There are too few good skilled experienced proactive unscared non-a$$holes around to make that work. There are more than enough Sgts they should make them train rookies and do evaluations. With officer FTOs it often ends up being a popularity contest or there are cheap shots being taken at those the FTO fears will pass them on the road to Sgt or Det. The fact they are a PTO or FTO instead of a Sgt or Det after 5 yrs makes that a strong possibility.
