The nihilistic "we can't police our way out of this problem" theory is common among upper class east end whites. Everyone assumes the "ghetto" will always be the "ghetto". They forget that back when Louisville had way more housing projects than it does today, the murder rate was 1/3 what it is after all the enlightened liberal social engineering. Why's that?
