Blind leading the blind is correct. When you have idiots like the major over training and the a colonel like Schroeder helping to make a serious decision like officer training it tells you how bad this dept has become. Plus it isn't about what other depts are doing....it's about covering for lies about not being short hundreds of officers on the street, and the mayor and chief saving overtime.
