Some do, like Henry county. Kentucky has elected jailers too. Louisville needs to go back to that and let an elected official directly run the jail, whether that's the sheriff or the jailer. I would agree that Aubrey and his people aren't up to the job of doing anything more than court security. Maybe his replacement will be if everyone knows the jail would be under the sheriff during the election. The Sheriff is who was always intended by the constitution to do county-wide law enforcement. LMPD
