What happens here isn't normal. LMPD stopped encouraging proactive stops in 2003. Those officers that were proactive were regularly harassed with forms and PSU interviews for baseless claims made by habitual criminals. Everyone started laying down after that. Over half of this department has never really policed and doesn't even know what it entails. They have no recollection of pre-LMPD policing. The ones who do are mostly too old and too close to 20 to care after laying down this long. Even detective
