The Chief is correct. We can't arrest our way out of this problem. Transport to the good liberal neighborhoods where the politicians and judges live so they can absorb all the liberal generosity. Also keep a few bags of soft chocolate chip cookies to give them for the walk to the TARC stop once they're done. I don't know a single thug who'd turn down an offer of a free ride if you throw in a few cookies and some bus money.
