It's easy to do. There are always drug dealers loitering with guns, drugs and cash on them in the same spots. There are open air drug markets going ignored because people fear being accused of racial profiling. If you arrest one, their replacement shows up in an hour. You can arrest them too. Keep arresting people until the whole block is in jail.
