Everything Conrad's done since he showed up tells me it doesn't bother him 1 bit how much they have to pay out in lawsuits, so long as everyone knows he's the boss. He's also demonstrated that he's very bad at making good decisions. Put ego, incompetence, narcissism, total autonomy and an authoritarian management style into 1 person, you get a big clusterf--k of a department. He's got an open checkbook and doesn't care if he has to pay for the privilege of having power.

The thing about guys like that is they never promote anyone with actual leadership abilities who might rival him. Look around the room at a command meeting and ask yourself who's capable of running LMPD. Not 1 of them is capable of doing it any better and they'd probably be worse. The future Mayor will be forced to hire someone with absolutely no connections to Louisville to get the department out of this mess. Going with a former inside guy obviously didn't fix any of Chief White's problems.
