Why (ha) do you type (ha) every few words (ha)?

The murder rate is high because the high crime neighborhoods do their own dispute resolution and homicide investigations and they prosecute with a 9mm bullet. No individual officer is going to be able to fix a societal breakdown and the Chief's failure to prioritize the right activities to interdict and deter major crime.

LMPD just takes reports, investigates after a crime occurred, responds to 911 calls, rides a few coattails to take credit for what others do, does some relatively minor drug busts on occasion, seizes some guns or dope from traffic stops and calls it a day. Nobody here has any idea how to take down a network of organized criminals who sell dope for a living like the gangs here. There's nobody at the top with the leadership to do their jobs well in this county.
