This has always been a problem at LMPD, LPD and JCPD. There have always been favorites who get away with violating policy. They operate on the idea that loyalty and subservience yields benefits. Non-conformity results in penalties. Policy is there in part to provide the stick to use against the disloyal. Political people like the Chief know they can't win every battle against people below them who push back on their bad ideas. They wait until an opportune time to level the policy hammer on them.
