You obviously don't work for LMPD. There was a Major sitting next to SMPD talking to the press about it and LMPD has been in there arresting their way out of the shoplifter problem. It works with shoplifters, just not killers and violent drug dealing gang members. Not unless ATF does a case on them LMPD can take partial credit for.
