LMPD has never understood the importance of making sense of the crime intelligence or anything more than a superficial understanding of how to do it. RTCC should be doing that. Instead they watch cameras, watch shot spotter and read internet websites. There's no bandaid solution here. They have to hire in a staff of people who have a basic understanding of crime intel. That will be hard to do when the incumbents think they're those people, but they're not, and can block it.
