If he's saying they don't do drug cases, that's complete horsesh-t. They are indeed a city-wide flex unit, and there is overlap, but there's never been a way to avoid overlap where drug cases were concerned. In bigger cities there's usually lots of case de-confliction that must occur every day because many different units and departments are running separate cases.

There's often more of a spectrum of activity between centralized narc units and the flex-like units, rather than a clear division. A degree of competition usually keeps people working. The flex units should be providing OJT for people who eventually move to narcotics.

Ideally, you want 9th/Flex working all the street dealers, loitering thugs, making unplanned felony stops with K-9, and assisting with the feds counter-gang activities since there is no genuine gang unit or task force here except in a few peoples imaginations. Narcotics should be developing a network of informants, making mid-level cases against local drug trafficking rings and gangs and assisting the DEA's high level cases.

That's not what's happening today of course. Everybody's working the low to lower-middle end of the spectrum.
