Peruse the catalog of rap videos those kids listen to in order to see their motivation. They want to be upper class. They want $80,000 Escalades, stacks of $100 bills in their hands, and a giant mansion and a leisure class crimelord existence. They get these ideas from rappers exploiting them for their music dollars, most if whom were never more than small time criminals or just musicians. Rap culture is a hoax perpetrated on naive fools who end up in prison or dead because they took it serious instead of trying to earn a paycheck through hard work.

The Chief has no solutions because he and the others running LMPD don't understand the problem. Neither does the Mayor. The liberal blacks who know deep down what the problems are choose to ignore them and blame white Republicans for everything. It's not white Republicans glorifying a leisure class life of crime. Blame the rappers and movie producers and TV glorifying crime, irresponsible parents, politicians profiting off the "blame whites" meme, and Chiefs who are too liberal and political to even establish a gang unit
