He could have easily put Doug Hamilton or some other retired chief above LMPD to manage Conrad better when he started getting into trouble. I'm sure the job seemed much easier to Conrad when he was an administrative major, but you can't run a police department spending all your thinking time on community relations and administrative matters to the detriment of enforcement.
