There's a very good reason to go back to having Captains and requiring time-in-service for specific spots. The county and city Captains were generally a lot better prepared for their jobs. A few people rocketed from Sgt to Lt to Captain but that was the exception to the rule. The system usually gave everyone a chance to learn before promoting them up.
