The Chief is a mere hired hand like everyone else who hasn't been elected. They elected officials define what his powers are. They could pass an ordinance to redefine the position of commander as a merit position this week. They've held off on doing anything drastic because they're waiting on the election, lawsuits and investigations to conclude. Metro has paid out lots of money in settlement money because of the ridiculous idea that officers who challenge the chief will have their careers destroyed.
