1. Get permission to withdraw Tier 2 and Tier 3 officers from CERS and hire a reliable investment company like Vanguard to create an independent defined benefit retirement plan equivalent to Tier 1 retirement. The officers who want to stay in Tier 2 and Tier 3 can be free to do so while everyone else gets a chance to retire in 20 years.

2. Establish the maximum number of LMPD sworn staff who can be politically appointed at 5 total. All other merit Lt's should be required to compete for promotion to Captain to fill the spots that Majors do. Politics has created way too many problems. Majors are afraid for their jobs everytime they publicly disagree with a horrible idea from the Chief's office. It's harder for the Chief to use coercion and intimidation tactics when the worst that can happen is a Captain gets moved to another Captain position.

3. Make pay comparable to what it is in cities nearby. Officers in Indianpolis make $20,000 per year more than LMPD officers after 3 years of service. Pay for part of the costs by requiring full reimbursement for every police detail, whether it's another part of Metro government, a private company or a detail assisting the US government with a visiting politician's security. That amount of money would be huge if LMPD ever collected it. If they don't want to pay, then they can move their event to Indiana.
