The department's paying Majors and their house mouse posses to hang out drinking coffee or handing out cookies while pretending its work every week. They're paying administrative secretaries disguised as Lt Cols to simply hand the Chief's instructions to the Majors and report what the Majors say to the Chief. They're paying the chief to wreck the department with his admin bureau Major's mentality. Unless they were lying about hours they never worked, you can't fault people for taking all the O.T.
