Burke has no credibility after the Court of Appeals reversed her after she slandered that officer.

"This finding of intentional dishonesty on the part of Officer Eberenz is wholly unsupported by a nuanced reading of the record."

KY OAG is supposed to do investigations when they get wind of scandals like the Explorer case, but they don't often do so under Beshear or other recent AGs. Their website says "The Public Integrity / Special Investigations Branch investigates allegations of corruption by state and local public officials. ... The branch investigates numerous arenas of corruption including executive, judicial, legislative, vendor contract, law enforcement and regulatory corruption."

That office is misused as a political stepping stone to higher office by everyone who holds it. They want to risk offending the politicians they'll need to run for Governor or Senator, while attacking their future election competition like Beshear has attacked Matt Bevin with fruitless lawsuits.
