Conrad went from patrol to an administrative Sergeant spot in unit that did very little to district Lt and then Captain for a few years in which crime went up, then back to administrative services. He did relatively little on the department like most of the people he's put into command. Look around at who he's promoted. The few who ever led detectives were either doing administrative investigations of officers or had extremely low clearance rates. None of them know anything about the gangs except what SPI and TV shows tell them. The department might still be able to get by if it wasn't stuffed so full of new people and those who've been laying down since George Bush was President and never knew how to policy in the 1st place.
