They don't even blame the Mayor or chief at all for the increase in murders, much less the Explorer case, the Miami rapist, the rape kits they were too cheap to process or the other scandals.

It's really all about who has the power and who can benefit who by staying in charge. It's very easy for a Mayor or Chief to control the outcomes when nobody from the outside is seriously looking at them. They've all bet huge on that assumption. What could possibly go wrong?
