I see 3 possible outcomes

1. Leet beats Fischer for Mayor, command gets replaced and department begins fixing itself

2. Explorer investigations say nobody in command is at fault, more of the same until Conrad decides to hang it up in another 5-10 years.

3. Explorer investigation causes Conrad to resign, Fischer replaces him with someone just like him, more of the same. Exactly like going from White to Conrad.

Only 1 of these is going to change anything and I consider it the least likely, since Louisville is mostly a liberal Democrat city. At the end of the day, it's all about the handouts and lining peoples palms with freebies. Most of the west end couldn't care less how many white boys got sodomized, so long as they get their free internet, community centers and social welfare money. Most of the east end couldn't care less how many toddlers get shot by a stray bullet in the west end, so long as they get their soccer stadium. This city's politics is driven by self-serving @ssholes and the sheep they control. I'd rather work in a community with mostly good people and so would most others about to retire at minimum age.
