Contrary to popular belief among people who haven't left the office in 10 years, PIU and PSU-like investigations are not required for officer use-of-force when it's plainly obvious to supervisors and command who's at fault. If there's a serious question about what happened, then you use them. That's how non-dysfunctional police departments operate.
