Kentucky Gov. Matt Bevin releases plan he says will fix state pension system

I read the article and I may have missed it... but I don't see any mention of the 3% tax regarding hazardous duty (law enforcement) health insurance. I see it in relation to teachers health insurance. Can you elaborate?
