The Mayor and most of the metro council doesn't want more police even though there should be at least 1500 officers to keep up with the crime. The Chief just stamps Chief-approved on whatever the Mayor says. Most of Louisville's politicians don't like the kind of active enforcement that made crime low in previous decades. They'd rather people die of overdoses and get shot by criminals, than see violent criminals occasionally shot by police in self-defense, since it only takes some candlelight vigils to appease the masses if criminals kill people. It's also much cheaper. Police spending also takes away from Mayor's pet projects like unaffordable minor league stadiums and bikelanes and from the council's discretionary accounts.
