The last time he was on the street, Ronald Reagan was President. It becomes tougher and tougher to understand policing when someone is just supervising or managing. People tend to think the more years you have, the more wise you are. It's a lie. The more years you have, the more people tend to shut out new information and contradictory ideas and cling their preconceived beliefs. The lawyers and politicians have driven police departments to management-by-fear, where all decisions revolve around fearing a lawsuit, fearing left-wing protests and fearing your chain of command. Now every time an officer uses force or pursues, they penalize officers with month-long suspensions, criminal investigations, and administrative investigations.

This climate of fear is what's driving away qualified applicants more than just the low pay and non-existent pension. Policing will never be the same and citizens should expect to protect themselves a lot more often than in the past. I tell every sane, law abiding person I know to buy a gun and carry it always.

The don't-pursue and don't-terry stop mindset among those in charge of police department is 100% responsible for the permanent increase in homicide levels here. When criminals aren't afraid of being caught with a gun, then they carry a gun all the time and use it for personal and business disputes. When LPD was circling the block patting down felons everyone knew were felons, they were too afraid of getting stuck with a gun charge, parole or probation violation or even PFO. The police and courts are so weak today, the criminals run many if not most of streets west of Baxter Avenue. The permissive environment did that although command will never and can never admit it without being fired by the Mayor who originally imposed it.
