One way the metro council can fix this problem is specify the powers, duties and appointment process for every rank on LMPD in Chapter 36 of the Louisville Metro Ordinances. It only describes the Chief of Police. They should spell it out for the political position of Lt. Col. or Assistant Chief and the merit ranks of Captain, Lt, Sgt, Detective and Officer, and prohibit all other political ranks like Major from existing. That would reign in the ability of the chief's office to interject political biases and unprofessionalism into the department.
