They feel they have to talk like that to head off some family member and activists possibly going on TV to claim he was murdered and stirring up a riot on false pretenses like in multiple other cities. They know a certain audience is highly prone to that behavior. If they say good job, then the automatic response from many is "that poor man was murdered!" This is about marketing. It's almost like watching Mad Men except nobody dresses quite as well.
