New LMPD policy: No working with immigration officials to enforce federal laws

Command never wants to talk about the numbers that might actually prove if it works or not. They make general statements like "shooters aren't standing around". It may legitimately help locate gunfire that don't result in any physical harm and isn't reported. They should explain how it's improving homicide's clearance rates and conviction rates, or else admit it's another nice gimmick to have so you can look good in the news to the naive members of the public who think everything can be done with a phone app.

Technology can sometimes help but it's no replacement for proactive patrol familiar with the criminals on their beat, or detective units having a strong network of informants working off charges. They should make an app that explains how policing was done in Louisville 30 years ago to fix the department's problems.
