Police also need to train the public on how to react to an active shooter in that kind of situation. Everyone laying down gave him an easier target. They should be moving away from the sound of the gunfire to cover that can repel bullets, and running until they don't hear shots being fired if possible, not laying down. It's much harder for someone shooting from 300 yards to hit a running target. There's something valuable LMPD can offer the public besides ice cream and recruiting handouts.
