The election is the only thing that could possibly save this city. It would take someone popular among Democrats like David James or a big name like John Schnatter to beat Fischer. The Republican politicians of Kentucky are too libertarian to win here anymore. They can't come in promising to cut every public benefit, school program and healthcare subsidies if they want to win Louisville.

Conrad simply carries out the political will of the Mayor, because if he did any different, he'd likely be fired within a few weeks. I have no doubt the Mayor had detailed knowledge of everything he was planning to do of any significance, well before the time he did it. Replacing Conrad without replacing Conrad would be a totally futile effort. Once upon a time he wasn't such a bad district captain, but that was because the merit captains kept LPD on an even keel despite King Jerry and Chief Hamilton.

You can't really blame the officers for any of this. There have been some bad apples, but most just need some OJT and better leadership to produce.
