I wouldn't call Betts a hard target by any stretch of the imagination. But, I think your right, he is still some what security savvy and observant. Same old same with our think tank. When a Ford caravan is trailing, it's kind of obvious. But few in upper command did that kind of work and understand or care about the need for invisibility or the need to blend.
