Someone having even a minimal amount of training in surveillance would not use a car with a city plate or their personal car for surveillance. Especially when it's someone who has police friends. A car usually isn't made unless someone screwed up. LMPD tries to do things on the cheap with a handful of officers. You need many officers and cars to correctly do surveillance on a hard target.
