I can hardly blame them. It used to be that when officers got lazy, they avoided taking reports by handing out state forms. People wanted to reserve their activity for the "real runs". Now many people avoid the real runs by hanging off the air taking reports. The administration has demoralized and demotivated people to the point they do as little as possible, which appears to be their intent. Scared command staff loves a lazy cop.
