If they were serious they'd offer no less than the full rate of pay at which someone left, plus any pay raises since then. The only exception would be people being hired at a lower rank.

The other alternative for adding 200 people to the street is replacing all sworn personnel with rehires and civilians in administrative services, media and public relations, training, and all of the admin Sgt and admin Lt spots in the department.

There's no reason rehires can't come back at higher rank to fill spots. The extra Sgts and Lts can be assigned to platoons and units working the street under more senior Lts. They're all lucky Conrad promoted too many people and they're getting paid what they do.
