They should buy a mix of 4WD and 2WD explorers for those who make stops and transport prisoners, and buy FWD Chevy Impalas for everyone else.

Police Explorers are $24,980 plus another $3000 if you want 4WD on the contract. Tauruses are $21,000 plus another $4000 for AWD. For detectives, COs, and administrative people, the Chevy Impala has way more room up front and costs $18,000. It makes no sense to pay $3000 more for a Taurus when it doesn't do anymore and is more cramped.
