Dotson's last full year as Chief of LPD was 1989. In that year, there were 32 homicides in the entire county, including JCPD's jurisdiction too. That's about 1/4 of the homicides under Conrad today. That's what police can accomplish when they're allowed to do their jobs the way they ought to be done and have highly competent leadership.
