To file a murder charge, your narrative must fully describe your probable cause for believing he

--With intent to cause the death of another person

--caused the death of such person or of a third person; and

--was not under the influence of extreme emotional disturbance for which there was a reasonable explanation or excuse

OR

--under circumstances manifesting extreme indifference to human life

--he wantonly engaged in conduct creating a grave risk of death to another person and

--thereby caused the death of another person.
