There are too many paper and side hobby people. Take all sworn personnel out of administrative services except for 1 Lt in Inspections and 1 Lt over both the property room and fleet services. Disband community services, community events, community policing, and traffic and move their duties to the patrol divisions. Disband PIO and move their duties to a Lt in the Chief's office, Major crimes and the patrol divisions. Get rid of all the administrative CO spots. Put a system in place where low-activity
