LMPD officer hit by vehicle; 2 arrested

I couldn't narrow it down to 5. There's so much broken here it will take a management overhaul to fix. The ones above are all worth doing and I'd do these too

1. Reorganize the department into 4 bureaus, each run by a Lt Col

A. administrative services

B. patrol services including all community policing, traffic, the "LMPD Navy", mounted unit, etc

C. investigative services including all flex, 9th mobile, Narcotics, major crimes, intelligence, camera watchers, and SWAT because their main job is still serving high risk warrants obtained by detectives

D. internal affairs, including PSU and PIU

2. Turn 9th Mobile into a street crimes/gang unit, with a fixed number of people assigned to each division, serving the division but ultimately answering to their own Major

3. Do a study of every off-line sworn position in LMPD, including administrative, excess supervisory positions, and other house mice. Set a goal of putting at least half of them back into an enforcement role within 90 days, even if it means Sgts and Lts working cases like a detective so long as manpower is short.

4. Hire in experienced experts to train or re-train everyone, from rookie to Majors, in narcotics enforcement, street crimes enforcement, intelligence, homicide cases, and gang enforcement methods relative to their roles, either in investigations or patrol.

5. Initiate PSU cases on everyone who wants to buck up and refuse to work like the turd who posts on this site. He can try to sue if he likes, but I'd make damn sure guys like that would be out the door quickly. They are a drag on this department at a time it can't afford to have them dragging it down.

In additional to all listed above. I would have training and recruiting all retired rehires as civillians doing training, recruiting and backgrounds.... All sworn spots back to patrol.
