He was reinstated with backpay and then resigned by choice. There was no agreement to not seek reemployment because he left on his own. I assumed he didn't want to work for an employer that handled his case in the court of public opinion. Personally I think he knew this would happen and wanted to be able to sue. The chief just opened the door by making a public statement.
