This goes on all the time, although it doesn't get in the news that often. They routinely let dangerous people out of jail and give them light sentences. They ignore the pre-sentencing reports on a regular basis. No intelligent person buys a house in this county or sends their kids to school here. I advise all new people to buy a house in Indiana and don't worry about the take-home cars. They're an ambush target anyhow.
