I've never noticed there being a high bar for PIOs. They give short canned remarks that say the same thing for every homicide. The news always has a 3 line story about "man shot in XXXX block of XXXX Street and no further details known." They could get anybody to do that job since the department doesn't believe in telling the public anything until Conrad's ready to speak or tell you what to say. You must say exactly what he would or face the wrath and not everybody's able to read minds.
