The officers thought he was wearing body armor because he didn't go down from a few shots. The general public and many officers falsely believe a handgun is capable of putting a suspect down in a few seconds. It can take up to 10 or 15 seconds before a shot to center mass results in blood loss causing loss of consciousness. A head shot is the only way they go down instantly assuming you don't miss. Anyone having a weapon within about 20 feet can kill an officer even if you shoot them through the chest. Suspects on drugs and those having combat training have been known to survive a barrage of gunfire long enough to kill several officers.

On the flip side, once he's motionless and laying on the ground, further shots can land you in legal jeopardy with some prosecutors. In that case, you find out 3 years later if you're innocent once you spend your entire fortune trying to defend against the case and lose your career. A patrol officer is better off holding their position and calling for SWAT if need be once they stop posing an active threat.
