Not really. KRS chapter 67C merged the City of Louisville with the county government. The Sheriff's office is a county law enforcement agency. The Metro Council could pass an ordinance to turn over LMPD and its duties to the Sheriff if they wanted. The state law already allows it.
There is effectively only a county government in Jefferson county, other than the small cities. We now call it Metro Louisville and pretend it's a city, but the only real difference is state law has banned annexation by small cities. They could change that too.
