While I don't know Handy, and there are always a few rogues, back then LPD and JCPD were competently led departments that effectively policed unlike today's LMPD. Compare these numbers with LMPD's recent body count. The old ways were generally better, including for career criminals who weren't getting murdered nearly as often back then.
Homicides in LPD/JCPD jurisdiction
1988: 43
1989: 32
1990: 52
1991: 58
1992: 49
1993: 48
1994: 52
1995: 50
Until LMPD's ice cream community event policing generation and your pied piper Conrad get the homicide murders down, all of you can have a nice steaming cup of shut the f--k up about people on the old departments.
