I don't see where the blame for this lies with the Chief, and I am not a cheerleader for the Chief. We have a policy for pursuits and vehicle pursuits are one of the more emphasized policies at LMPD.

Saying the Chief is responsible for this is displacing blame where it should go. There needs to be discipline for that pursuit regardless of the final outcome!
