It's never easy to examine one's self critically, but really, this post is spot-on. The vast majority of restrictive policies are the result of a lack of self-control. If a suspect is trying to hurt an officer, then all bets are off; but once the pursuit (or whatever) is over, and for all intents and purposes the bad guy is caught, just get them restrained as safely as possible and take them to the book.
