It's never easy to examine one's self critically, but really, this post is spot-on.

The vast majority of restrictive policies are the result of a lack of self-control.

If a suspect is trying to hurt an officer, then all bets are off; but once the pursuit (or whatever) is over, and for all intents and purposes the bad guy is caught, just get them restrained as safely as possible and take them to the book. Any unwarranted force is only going to cause headache and heartache (and maybe even financial loss) down the road.

The Chief is partially responsible for this situation because he's made pursuits so rare that nobody knows how to do them. This is the second pursuit in recent months where dozens of officers were allowed to join the pursuit. It only takes 4 LMPD cars at most unless you're chasing a bus full of terrorists, especially once other jurisdictions join in.

LMPD has forgotten many basic methods of policing due to the Chief's extremely risk averse nature and policies. Most of the department is either very rusty or green in matters of felony enforcement activities. The department should start sending officers to Richmond for about 4 weeks of refresher training on how to do pursuits, searches, proactive patrol, gang enforcement and everything else you don't learn at community events or while handing out ice cream cones with the new Majors.

I'm gonna seize this opportunity to coin a new phrase. From now on, we shall simply refer to it as a "coloneloscopy".
